The government has missed its revised deadline for appointing 200 additional inspectors for the ready-made garment (RMG) sector as it still needs some more time to complete the recruitment process, sources said.
The government earlier set March 31 as the revised deadline for completing the recruitment process to revive the US GSP facility and retain the same benefit in the EU market, sources said.
They said the government needed more time to complete the process due to some formalities including bringing some changes to the non-cadre recruitment rules of the Public Service Commission (PSC), getting nod from the Ministry of Public Administration, vetting by the law ministry in this regard, and the President's final approval.
However, labour ministry sources said 67 inspectors, who are first class non-cadre officials, would be recruited by the first week of April while appointment of the rest would need two more months.
"The DIEF recruitment rules have got the President's approval last week, and 67 first class non-cadre officials will be recruited by the first week of April," State Minister for Labour and Employment Ministry Mojibul Haque Chunnu told the FE Sunday.
The PSC will carry out the recruitment process, while its recruitment rules for appointing the non-cadre second class officials need some changes, he said adding one to one-and-half months more would be required to complete the process of appointing the rest of class-two non-cadre inspectors.
He said his ministry was actively working on meeting the key requirements to revive the generalised system of preferences (GSP) in the US market within the shortest possible time saying time was needed for some official procedures.
Mashiur Rahman, additional inspector general of Department of Inspection for Factories and Establishment (DIFE), said the process of bringing some changes to the PSC recruitment rules was at final stage.
The recruitment rules would be sent to the law ministry for its vetting, and would be published as gazette notification after getting the President's approval, he said adding the recruitment process would start then.
As he said, PSC was expected to recruit the class two non-cadre officials from the interested BCS candidates, who compete for class-one jobs.
A large number of candidates were coming out successful in all tests including viva-voce, but only a handful of them were being selected for cadre service due to limited vacancies, he said adding the government wanted to make the recruitments from among them as they were now without job.
Earlier, the Sustainability Compact set December 2013 as the deadline for recruiting 200 additional inspectors, as part of the efforts to ensure regular visits to apparel factories and assess their required compliances and working conditions including occupational and health safety.
