Govt working relentlessly to rid country of corruption: Moeen

Army Chief General Moeen U Ahmed Monday said the present caretaker government is working relentlessly to rid the country of financial irregularities and corruption, reports UNB.
"The present government is working relentlessly to completely rid the country of financial irregularities and corruption," he said while addressing as the chief guest at a function organised to unveil the covers of two manuals used in the defence finance of the country.
CGDF (Comptroller General Defence Finance) Manual, 2007 and Audit and Accounts Practices Handbook, 2006-2007, Volume-2 (Defence Finance) were written under the supervision of the office of Comptroller and Auditor General (CAG).
The function held at Audit Bhaban in the city's Kakrail area was addressed, among others, by CAG Asif Ali and Defence Secretary Kamrul Hasan.
Former advisers of the caretaker government Hafiz Uddin Khan and Mahbubul Alam, Navy Chief Vice Admiral Sarwar Jahan Nizam, Air Force Chief Air Marshal SM Ziaur Rahman and high civil and military officials were also present on the occasion.
Saying that Bangladesh has huge prospect as a developing nation, the army chief said that the country has wealth and talent, and with good coordination of these it would not be difficult to take the nation to join the ranks of developed countries.
"But due to different reasons in the past it was not possible," he said. "Therefore, still today we are among the developing countries."
Moeen said the present government is giving its maximum efforts to take the country forward by ensuring transparency and accountability at all levels of the administration.
Terming the audit department the watchdog, he said the role of audit is very important in the economic development of the country. "A powerful audit institution ensures the economic development of the country. It also works as a bold tool against financial corruption."
But, the army chief said, it is not possible to ensure this by one single organisation, rather all-out cooperation from the corruption watchdog organisations is required for this.
He expressed the hope that the audit department through its employees would extend all-out cooperation to the government in facing the challenge to completely rid the country of financial irregularities and corruption.
Moeen said the CGDF is discharging an important responsibility like the finance management of the defence forces. For a soldier, there is a close relationship between getting the salary and allowances in due time and being attentive to his work, he added.

Pointing out that the last manuals were written in 1955, he said with the change of time and demand of the defence forces, it was necessary to get the manuals written before.
In the age of information technology, General Moeen emphasised on the use modern technology and time-suited training in the defence finance management.
About the CGDF organogram that has been in place for last 36 years, he said that despite the expansion of the armed forces over the period, the number of personnel in the CGDF remained the same. He said that very soon the proposed new organogram would be sent to the government and there would be changes to the organogram.
Moeen urged the CGDF officials to quickly settle the issues of retired officers and personnel.
He expressed the hope that the manuals would play an effective role in enhancing the skills of the officials of CGDF.
