Ministries asked to deposit fees to state coffers


The finance ministry has asked 60 ministries, divisions and agencies to deposit their job recruitment test fees to the state exchequer urgently.
Sources said the finance division has recently made the instruction to execute it within the next one week.
The treasury and debt management wing should be informed about the recruitment test fees received and the dues to be deposited under the current fiscal year.
According to Treasury Rules 7 (1), "All money received by or tendered to public servants on account of the revenues of the government and all money received for deposit in the custody of government shall without undue delay be paid in full into the bank and shall be included in the government account."
"Moneys received as aforesaid shall not be appropriated to meet departmental expenditure, nor otherwise kept apart from the government account. No department of Government may require that any moneys received by it on account of the revenues of the Government be kept out of the Government Account," it adds.
When asked, a senior official of the department said, "The instruction has been issued to comply with existing rules properly as some state offices are not depositing recruitment test fees despite receiving them in revenues."
There is a rule to deposit fees received as revenue without delay. But some agencies are breaching the existing rules, he adds.
Last February, the government ordered ministries and agencies to conduct activities as per the rules of business as many offices operate breaching the rules.
"We want to streamline the fee-paying process. A large amount of such fees pending with different state agencies has been causing problems for the government to strike a balance between existing resources and current expenditure."
"For this," the official said, "we have asked them to deposited money soon."
