NBR move to verify validity of e-TINs

The National Board of Revenue (NBR) has framed a rule for verifying authenticity of e-TINs in a bid to thwart faking Taxpayer Identification Number (TIN) during online return submission.
Under the move, the income tax wing of the board has incorporated a new provision into the income tax rules 1984 to check the use of false TIN.
After introduction of the rules, different service-providing agencies ---both state-owned and private --- will be able to detect service-seekers with false e-TIN.
The income-tax wing recently sent a draft circular on the new rule to the law ministry for vetting.
There are some 25 services that require mandatory submission of e-TIN by service-seekers. Currently, the service-providing agencies cannot verify such e-TIN due to absence of technological support and specific rules.
Although the Finance Bill 2014 has a provision for introduction of TIN-verification system from the beginning of the current fiscal year, it is yet to be launched.
The new rule styled '64BB. Verification of the authenticity of twelve-digit taxpayer's identification number' is likely to be made public by next week, tax officials said.
However, the circular will be considered final after 15 days of its issuance, in case there b no suggestions or objections on the amendment of the income-tax rule.
As per the rule, service agencies will have to apply for user identification online to the NBR. The tax authority can impose penalty and take punitive measures against a service-seeker for using fake TIN, according to the rules.
Some 25 services require mandatory submission of e-TIN. Those include issuance of trade licence, car registration, submission of tender documents, loans and credit cards from banks, obtaining gas and electricity connection for commercial purpose etc.
According to the ordinance, the Deputy Commissioner of Taxes can impose a penalty of up to Tk 20,000 for use of a fake TIN.
