NBR to integrate BIN with TIN

The tax authority will integrate Business Identification Number (BIN) with Taxpayers Identification Number (TIN) through online to help the taxmen verify data on the taxpayers.
Information on income taxpayers and VAT payers will be shared with each other under the integrated system in a bid to detect inconsistencies in the data on income taxpayers and VAT payers, revenue board officials said.
Currently, there are 840,000 BIN and nearly 1.9 million TIN-holders, according to the data available from the National Board of Revenue (NBR).
A senior NBR official said the board has planned to integrate the TIN and BIN system under the VAT online project after implementation of the new VAT and supplementary act 2012 from July 01, 2016.
The new VAT law will establish a complete online system on VAT collection and payment procedure through the VAT online project, he said.
"Details of furnished information on the TIN and BIN forms will be shared and examined online under the automated system," he said.
Officials said the board has a plan to share data on income tax and Vat returns in future through launching a separate project. Currently, both the departments are not prepared to exchange online data on returns with each other.  
Talking to the FE, a senior NBR member said the income tax authority will benefit much from the integration if the VAT officials can ensure submission of VAT returns every month under the new law.
Although there are 840,000 registered VAT payers or BIN holders, the NBR receives VAT returns from only 32,000 VAT payers. "Income taxpayers submit tax returns once a year while VAT payers have to submit it every month. The income tax officials will get a lot of information and clues from the VAT returns every month after integration of TIN and BIN," he said.
The NBR launched online TIN, known as e-TIN, in July 2013 to stop use of fake TINs and clean the old TIN database. The e-TIN site is interlinked with the National Identity Card (NID) in the Election Commission website.
On the other hand, the board will start issuing new online BIN to the VAT  payers from July 01. Already, it has started providing BIN to compliant VAT  payers who submitted VAT returns at least twice a year.
