PC finalises Tk 925b ADP for next fiscal

The Planning Commission (PC) finalised Thursday a Tk 925 billion Annual Development Programme (ADP) for the next fiscal year, nearly 23 per cent up from the current fiscal's revised outlay, officials said.

Commission officials said they had finalised the ADP for the next financial year (FY) 2015-16 at an extended meeting Thursday proposing the highest allocation for the transport sector.

Presided over by Planning Minister AHM Mustafa Kamal, the PC at its meeting has finalised the ADP outlay for placing before the National Economic Council (NEC) meeting next week, a PC official said.

The NEC meeting is likely to be held on May 14.

In the outgoing FY 2014-15, the government framed a Tk 803.15 billion ADP which later trimmed down to Tk 750 billion due to poor implementation performance of the government agencies.

PC officials said they had allocated Tk 580 billion funds from the government's internal resources and Tk 345 billion from the external resources (as project aid) for the proposed Tk 925 billion ADP.

The allocation from the internal resources is 62.7 per cent of the Tk 925 billion proposed ADP outlay while the project aid (external resources) is 37.3 per cent.

In the current Tk 750 billion revised ADP, the government had provided Tk 501 billion funds from its own exchequer and the remaining Tk 249 billion from the external sources (as project aid).

Another PC official said the upcoming ADP for the next FY 2015-16 is likely to include nearly 1,100 development projects. The official said the transport sector has been given highest priority at the proposed ADP for the next fiscal as it has received 21 per cent or Tk 194.25 billion allocation.

The power sector has received the second highest 16 per cent or Tk 148 billion of the total outlay; the physical infrastructure, water supply & housing sector third highest 11.31 per cent; the education and religion sector 10 per cent, the rural development and rural institution 9.12 per cent and the health sector 6.57 per cent allocation.

A top PC official said: "The government has laid emphasis on transport and power sector development in the next fiscal too. So, the proposed ADP has given both the sectors highest allocations." For example, we are giving Tk 72 billion fund allocation alone for the Padma Bridge construction work under the transport sector in the next year's development budget, he added.

We are hopeful of utilising the entire Tk 925 billion funds in the proposed ADP for the development work of the country, said a member of the PC.

The ADP is a part of the national budget which is dedicated to the country's infrastructure development and the social developments.
