PPP projects under G2G arrangement main objective

The government is set to adopt a comprehensive policy to execute Public-Private Partnership (PPP) projects through government-to-government (G2G) arrangement. 
The policy would aim at wooing foreign governments to invest in projects as co-partners of Bangladesh government, officials said.
The PPP authority has already prepared a draft policy on G2G projects. The policy will come into effect soon.  A high-powered committee has already been constituted to review the draft G2G partnership policy-2016. 
The total cost of each the project for such partnership will be not less than Tk 20 billion.
"The proposed PPP projects to be undertaken through G2G partnership must fall within the definition of project under PPP Act 2015."
The policy provides the framework for engagement and modality for delivery of the PPP projects to be undertaken through G2G partnership arrangement whereby the implementation of the projects will be carried out with the support of bilateral sovereign partners and executed through their state-owned or private sector entities.
Through this policy, the government of Bangladesh can directly engage with a sovereign government of a foreign country and seek its support to implement projects on a PPP basis, said a source familiar with the developments.
Under such arrangement, the government of Bangladesh may request a sovereign government to provide financing support and select appropriate state-owned or private entities to act as a G2G partner, he said.
Under this policy, the government will execute "G2G partnership agreements" with sovereign governments on a bilateral basis in order to provide the procedural framework for engagement and modality for delivery of PPP projects to be undertaken through G2G partnership with respective sovereign governments.  
The PPP authority shall initiate and drive the process for developing and executing G2G partnership agreements with the sovereign governments.   
The policy may be called as the "policy for implementing PPP projects through government-to-government (G2G) partnership, 2016."
The government is eager to build strong bilateral sovereign relations to develop and upgrade core national public infrastructure assets in partnership with other countries to support the growing economy in a sustainable manner and deliver essential public services.  
Now 44 projects are slated for implementation under the PPP across the country. The amount of investment involved in these projects is estimated at U$ 14 billion.
Besides, the government has taken different moves to expedite the PPP related activities.
