RADP finalised at Tk 285b, cut by Tk 20b

The government is likely to prepare a Tk 285 billion revised annual development programme (RADP) slashing Tk 20 billion from the original outlay to implement projects under the current year's development plan, officials said Wednesday.
The planning ministry has already drafted a revised ADP which would be placed before the national economic council (NEC) soon for getting approval. The NEC meeting is expected to be held next week, the ministry officials said.
Officials said the ministry has allocated a record Tk 165 billion from internal sources and the rest Tk 120 billion from the external sources as project aid, the officials said.
In the original Tk 305 billion outlay, the government allocated Tk 176.50 billion from domestic and Tk 128.50 billion from external resources.
A senior planning ministry official said the proposed Tk 285 billion allocations in the RADP is Tk 55 billion higher from last year's RADP outlay and Tk98.32 billion more than the actual expenditure incurred for implementing projects last year.
He said the government is vowed to implement all projects under the development plan in the remaining period of the current financial year.
"The ministries and divisions are so ambitious that they are confident to spend the entire fund and execute the development projects in the second half of the current fiscal," the official said quoting their consultation meeting before drafting the RADP.
The ministries and agencies have spent Tk86.02 billion, 28 per cent of the Tk 305 billion ADP outlay, during the first half (Jul-Dec) of the current fiscal 2009-10.
The project implementing agencies has spent a record Tk196.68 billion in last FY2009, 86 per cent of the total Tk 230 billion RADP allocations.
The government spent Tk184.55 billion, 82 per cent of Tk225 billion RADP in FY2008, Tk179.16 billion, 83 per cent of Tk216 billion revised outlay in FY2007 and Tk194.72 billion, 91 per cent of Tk 216 billion RADP in FY2006.
The planning ministry started work to finalise the RADP a couple of months ago, an early initiative of the government. This exercise is normally carried out in March -April period every year.
