Tender for 10 power plants floated

The government floated tender Monday for installing ten furnace oil-run power plants, including one having dual-fuel facility with natural gas to generate a total of 830 megawatts (mw) of electricity in the public sector.
State-owned Bangladesh Power Development Board (BPDB) floated the tender for installing the plants - Gopalganj 100mw, Hathazari 100 mw, Dohazari 100 mw, Bera 70 mw, Katakhali, Rajshahi 50 mw, Shantahar 50 mw, Baghabari 50 mw, Faridpur 50 mw, Daudkandi, 50 mw and Ghorasal 200 mw.
All these power plants excepting Ghorashal 200 mw will be run by furnace oil. Ghorashal plant will have the dual fuel-facility to run by both furnace oil and natural gas.
This is the first time in the country's history that the government floated tender for around a dozen of the power plants based on liquid-fuel diverting from the long-reliant natural gas.
The fast-track liquid fuel-based power generation move comes, as natural gas, the country's long-used electricity generating fuel, is drying up fast and the coal is not considered as an option for short-term solution.
The tender document is already available on the BPDB's website at http://www.bpdb.gov.bd .
The BPDB will buy electricity from these public sector peaking power plants for around 20 years.
Some 700,000 tonnes of furnace oil will be required for generating electricity from these plants.
The government will provide required land for installing the plants.
The bidder may be a local or foreign company or a joint venture consortium having sufficient experience to submit a proposal for the project.
The bidder who will quote the lowest price to sell electricity will be awarded the contracts to install the plants.
The BPDB will sell tender documents until October 28, a day before closing of the bid submission date on October 29 next.
The plants must have to initiate electricity generation within 450 days from the date of signing the contracts.
The BPDB expects to award contracts for the rental plants by November next.
When contacted BPDB Chairman ASM Alamgir Kabir said that the bidding process would be conducted maintaining the ultimate transparency and accountability.
The BPDB last week floated tender for setting up four diesel and four furnace oil-fired rental power plants to generate a total of 530 mw of electricity.
With the latest tender for public sector power plants a total of 18 diesel and furnace oil-run power plants having the generation capacity of 1360 mw are now put on offer for installation by the interested sponsors.
