Tk 750b RADP approved with 6.62 pc fund cut

The government approved Tuesday Tk 750 billion Revised Annual Development Programme (RADP) for the current fiscal year (FY) 2014-15 by slashing 6.62 per cent or Tk 53.15 billion from the original outlay of Tk 803.15 billion.
Presided over by Prime Minister Sheikh Hasina, the Executive Committee of the National Economic Council (ECNEC) endorsed the revised ADP for the FY'15 where the transport sector has been given the highest priority.
 "Although the Planning Commission (PC) had proposed RADP worth Tk 720 billion, the Prime Minister in the NEC meeting provided Tk 30 billion more allocations," Planning Minister AHM Mustafa Kamal told the newsmen after the meeting, held in Dhaka.
"Since some government ministries and agencies are demanding higher funds in the RADP after drafting the revised development budget a week ago, the PM has directed us to finalise the RADP at Tk 750 billion," he added.
Trimming the original outlay by 10.35 per cent, the PC placed a Tk 720 billion revised ADP outlay before the NEC meeting.
Mr Kamal also said after a thorough consultation in the meeting, the PM has asked them to enhance the total allocations to Tk 750 billion from Tk 720 billion.
Of the Tk 750 billion RADP, the government would provide Tk 501 billion from its own exchequer and the remaining Tk 249 billion from the external sources (as project aid).
In the original Tk 803.15 billion ADP, the fund allocations from the government's own resources was Tk 526.14 billion and from the external resources it was Tk 277 billion.
According to the PC's proposal, the transport sector was allocated the highest Tk 170.41 billion, education and religious sector Tk 86.62 billion, power sector Tk 79.24 billion, rural development and rural institution Tk 69.82 billion, infrastructure planning, water supply and housing sector Tk 68.38 billion, and health, nutrition, population and family welfare Tk 47.41 billion outlay in the RADP.
The government has also kept aside Tk 10.99 billion as 'block allocations' in the Tk 750 billion RADP for financing development works in special requirements.
The RADP has included 1,204 projects where 1,014 are investment projects, 169 technical assistance projects and 21 Japan Debt Cancellation Fund-supported projects. In the original ADP, the number of projects was 1,047.
Earlier, the PC started work to revise the current Tk 803.15 billion ADP to streamline its execution following weak implementation of projects by a number of ministries and divisions and political impact on the development works.
According to the Implementation Monitoring and Evaluation Division (IMED), the government agencies spent only Tk 308.98 billion, 38 per cent of the total Tk 803.15 billion ADP outlay during July-February period of the current fiscal.
In the same period of the last FY2014, the government agencies implemented 36 per cent of the Tk 658.72 billion.
In the last FY2014, the government cut the development budget to Tk 600 billion from the original Tk 658.72 billion outlay.
