Parliament on Monday passed the supplementary budget of Tk 80.66 billion for fiscal 2013-14 to meet the increased expenditures under different ministries, reports UNB.
Finance Minister AMA Muhith placed the supplementary budget in the House for its approval.
Muhith moved the Appropriation (Supplementary) Bill 2014, which was approved by the House by voice votes allowing the government to spend Tk 8066,25,79,000 from the consolidated fund to meet the expenditure of the current fiscal year that ends on June 30.
Different ministries, divisions and institutions sought the additional amount under 30 demands for grant. All the 27 cut-motions were moved by independent MP Rustom Ali Farazi (Pirojpur-3).
Discussions were held on six cut-motions, brought by the Independent
MP Rustom Ali Farazi. However, the cut-motions which were on Defence
Ministry, Home Ministry, Education Ministry, Religion Affairs Ministry, Local Government Division and the Anti-Corruption Commission were rejected by voice votes.
The Ministry of Home got the highest allocation of about Tk 14.41 billion and the Ministry of Education got the second highest allocation of about Tk 11.93 billion, while the lowest Tk 3.76 million got the President's Office.
The Parliament got Tk 13.5 million while the Prime Minister's office Tk 54.3 million, the Cabinet Division Tk 25.1 million, Public Administration Ministry Tk 764.7 million, Public Service Commission Tk 19.5 million, the Audit and Comptroller General Office Tk 13.9 million, Bank and Finance Division Tk 4.4098 billion, Commerce Ministry Tk 846.2 million, Defence Ministry Tk 7.05 billion, Law and Justice Division Tk 294.3 millin, Home Ministry Tk 14.41 billion, Primary and Mass Education Ministry Tk 312.5 million, Education Ministry Tk 11.938 billion, Science and Technology Ministry Tk 5.137 billion, Health and Family Planning Ministry Tk 4.84 billion, Information and Communication Technology Division Tk 4.304 billion, Labour and Employment Ministry Tk 53.7 million, Information Ministry Tk 548.7 million, Religious Affairs Ministry Tk 338.2 million, Youth and Sports Ministry Tk 120.73 crore, Local Government Division Tk 362.42 crore, Rural Development and Cooperatives Division Tk 349.16 crore, Industries Ministry Tk 2.95 billion, Textiles and Jute Ministry Tk 4.747 billion, the Agriculture Ministry Tk 94.3 million, Fisheries And Livestock Ministry Tk 51.2 million, Environment and Forest Ministry Tk 809.2 million, Water Resources Ministry Tk 1.78 billion, Roads and Highways Division Tk 1.91 billion, Shipping Ministry Tk 450.6 million, Supreme Court Tk 113.9 million, Liberation War Affairs Ministry Tk 3.756 billion, Expatriates' Welfare and Overseas Employment Ministry Tk 190 million and ACC Tk 97.1 million.
Speaking about the bill, the Finance Minister said the gap between the supplementary budget and the actual budget is only 2.8 per cent, though the revenue collection will be Tk 110 billion less than the target this year due to some unfortunate reasons.
"The scandals in the financial sector are very shameful incidents for us. These are very regretful for my ministry, too," he said expressing his frustration.
In the face of criticism for not giving any explanation for the allocation of the Defence ministry, AMA Muhith said it is true that allocation for the Defence Ministry is not largely discussed. "It's become a tradition due to illegal grabbing of power at different times."
There will be comprehensive statements on the budgetary allocation for the Defence ministry in the future, the Finance Minister assured.
Four ministers and six MPs took part in the general discussion on the supplementary budget for fiscal 2013-2014.
