Utilisation of revised ADP for FY \\\'15 lowest in five years

The government could spend 91 per cent of Tk 750 billion outlay of the Annual Development Programme (ADP) in the last financial year, the lowest in the past five years, officials said Tuesday.

Despite spending nearly 25 per cent of the total allocation in the final month (June) of the just-concluded financial year (FY) 2014-15, the rate of utilisation fell below the same of the previous fiscals, the government data showed.

The ministries and divisions utilised only 67 per cent of Tk 750 billion Annual Development Programme (ADP) outlay in the first 11 months (July-May) of the just-concluded FY2015, the Implementation, Monitoring and Evaluation Division (IMED) statistics showed.

The ministries and other public sector agencies could spend Tk 685.52 billion, or 91 per cent, out of Tk 750 billion revised ADP outlay in the last FY2015, Planning Minister AHM Mustafa Kamal said at a press meet in the Planning Commission in the city Tuesday.

According to the IMED data, the rates of revised ADP implementation were 95 per cent in FY2014, 96 per cent in FY2013, 93 per cent in FY2012, and 92 per cent in FY2011.

Mr Kamal claimed that the rate of ADP implementation would have been cent per cent had there been no political turmoil in the first three months of 2015.

"Three months' political violence and non-spending of Tk 33 billion from the total Padma Bridge project allocation in the last fiscal are the two main reasons behind the failure to implement ADP fully," he told reporters.

He promised that he would prove at the end of current fiscal that the 100 ADP fund utilisation was possible.

When asked about the physical progress of the projects under the last year's ADP, he said, it is difficult to give statistics on the physical progress of all the projects.

Development experts said the Planning Commission (PC) should give emphasis on physical progress of development projects, not on the spending the allocations.

According to IMED report, the government agencies spent Tk 459.62 billion out of total Tk 501 billion allocations from the internal resources and Tk 225.69 billion out of Tk 249 billion allocations from the external resources (project aid) allocated in the Tk 750 billion revised ADP.

Meanwhile, the IMED data showed that the government agencies including the state-owned autonomous and semi-autonomous bodies spent 91 per cent or Tk 711.39 billion out of total Tk 778.36 billion revised ADP outlay in the last FY2015.

Earlier, the government allocated Tk 28.36 billion funds in the revised ADP for the state-owned autonomous and semi-autonomous organisations.

A few ministries could even spend allocations in addition to the amount given in the revised ADP, the planning minister said.

When asked on the PC's steps against the alleged corruption in the project implementation, Mr Kamal said, "I did not get any complaint of corruption from either IMED or anybody."

"Besides, I am not the appropriate person to punish the corrupt persons. Rather the Prime Minister can do that," he added.
