WB imposes 10-month ban on Beximco Computers


The World Bank has imposed 10-month debarment sanctions on Beximco Computers Limited following an investigation into collusive practices under a major digital development initiative in Bangladesh.
To this effect, sources have said, the WB issued a 'Notice of Uncontested Sanctions Proceedings' to the company of the embroiled Beximco Group on June 23 last.
The Economic Relations Division (ERD) on July 6 sent the WB notice to key ministries, government agencies and project authorities, asking them to take necessary follow-up action.
According to the WB notice, Beximco Computers faces a proposed "debarment with conditional release," carrying a minimum period of ineligibility of 10 months.
Under the proposed sanctions, the company would remain ineligible to participate in World Bank-financed projects for at least 10 months and would have to meet the bank's integrity-compliance requirements before regaining eligibility.
The proceedings relate to the Bangladesh Enhancing Digital Government and Economy (EDGE) Project, where the bank alleged that "Beximco Computers and another bidder engaged in collusive practices by jointly preparing bids for two procurement contracts", the letter reads.
The ERD circular, however, has not elaborated on the allegations or the proposed penalty. It has only informed the relevant government entities that the Washington-based development financier issued the sanctions proceedings notice on June 23 and forwarded it for the information and necessary action.
The restrictions cover all key operations of the WB Group, including the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the bank's guarantee and carbon-finance operations.
To lift the bar after the 10-month period, the firm must fulfill specific integrity- compliance requirements, including taking necessary remedial measures and adopting a certified compliance-management system satisfactory to the WB Group's Integrity Compliance Officer.
The sanctions stem from the investigation conducted by the World Bank's Integrity Vice Presidency (INT) under Sanctions Case No. 809, linked to the Bangladesh Enhancing Digital Government and Economic Project.
Beximco Computers Ltd (BCL) is a member-company of the BEXIMCO Group, a leading business conglomerate in Bangladesh. Established in 1983, BCL is one of the leaders in the growing IT market providing a total solution to its customer needs, according to the company sources.
The WB debarment came after the company failed to challenge corruption-related allegations within the stipulated timeframe, making the sanctions automatically effective under the Bank's sanctions regime.
According to official World Bank documents, the debarment became final after Beximco Computers did not submit any response to the World Bank Sanctions Board within the 90-day period prescribed under the Bank's Sanctions Procedures. As a result, the recommended penalty entered into force without further review.
Documents show the World Bank's Chief Suspension and Debarment Officer (SDO), Jamieson A. Smith, issued the Notice of Sanctions Proceedings on March 12, 2026, before finalising the decision through a notice dated June 23, 2026.
The SDO has noted that the 10-month debarment reflected several mitigating factors, including the company's internal investigation, admission of misconduct and corrective actions. The final sanctions period also took into account the substantial time Beximco Computers had already spent under temporary suspension in a related 'Early Temporary Suspension' case.
The World Bank earlier found that the company had engaged in "fraudulent and collusive practices" during the procurement process under the EDGE project, leading to the imposition of the debarment under the institution's anti-corruption framework.
