ACC files case against six, including principal

Misuse of Tk 44.89m in RpMCH

The Anti-Corruption Commission (ACC) lodged a case on Thursday against six people for their alleged involvement in misappropriating Tk 44.89 million in purchase of equipments for the Rangpur Medical College and Hospital (RpMCH).

The accused individuals are - the RpMCH Principal Dr Md Nur Islam and Assistant Professor (community medicine) Dr Md Sarowat Hossain, Bengal Scientific and Surgical Co. proprietor Zaher Uddin Sarker, his son Md Ahsan Habib, his father and proprietor of Mercantile Trade International Abdus Sattar Sarker, and Universal Trade Corporation proprietor Asadur Rahman.

According to the case statement, the accused individuals, in collusion with each other, took the decision of purchasing the equipments worth Tk 44,889,300 without prior approval of the Directorate General of Health Services (DGHS).

The RpMCH principal arbitrarily formed committee, issued tender notice without any demand specification, and awarded the work order to Bengal Scientific and Surgical, said the ACC deputy director Pranab Kumar Bhattacharjee.

The college authority signed an agreement with the company on June 21, 2018 for delivery of the equipments without their any necessity.

The supplier also delivered unusable and substandard medical equipments defying tender specification.

Afterwards, the RpMCH principal signed the bill, submitted by the supplier, without any administrative approval and receipt of expenditure, and sent it to the district accounts office.

By doing so, Mr Nur, to get illegal benefit, assisted Bengal Scientific and Surgical proprietor Mr Sarker to embezzle the money.

The case was filed with the ACC integrated district office (IDO) in Rangpur by the ACC headquarters assistant director Md Ferdous Rahman.

It was filed as per Sections 409/420/468/471/109 of the Penal Code and Section 5(2) of the Prevention of Corruption Act 1947.
