BTRC amends some clauses in ISP guidelines

The Bangladesh Telecommunication Regulatory Commission (BTRC) has amended some clauses in the ISP guidelines to make the broadband service more accountable and improve quality of service.

According to the notification issued on Thursday, the licensee shall provide information to the data information system (DIS) or any other information system established by the BTRC from time to time.

In the clause No. 22.7 of the amended guidelines, any subscriber can submit  complaint due to not receiving its services from the licensed ISP operator concerned as per provisions or standards mentioned in the quality-of-service regulation of the BTRC.

"The ISP licensed operator concerned shall resolve the complaint as soonest to ensure the compliance of the aforementioned regulation."

The amended clause also stated that the license may be cancelled by the BTRC if quality of service is not maintained as per the regulations/ directives/ instructions/ orders and guidelines.

The amended clause number 23 states that the licence will be rendered as cancelled automatically without any prior notice if the licensee cannot commence operation within 01 (one) year from the date of its issuance.

Before the amendment, rollout obligation has four phases from commencing to 100 per cent coverage operation in four years. In the clause no. 11 of the amended guidelines states the similar to clause 23.

"The BTRC reserves the right to cancel ISP licence if the licensee fails to fulfil the abovementioned rollout obligations."

A BTRC official concerned said they had consultations and meeting with industry representatives that made amendments. "It is for the improvement of quality of services and overall betterment of the industry," he added.
