Draft to be finalised within 45 days

The government has asked the committee concerned to finalise the draft Bangladesh Competition Commission Rules 2014 within the next 45 working days to implement the Competition Act 2012, a high trade official said.

Earlier, the government constituted a six-member committee, headed by an additional secretary of the Ministry of Commerce (MoC).

"The committee will sit soon, and finalise the draft Bangladesh Competition Commission Rules 2014 within the next 45 working days," a member of the committee told the FE Wednesday.  

The committee will finalise the draft service rules, salary and allowance for the officials of the commission.

The four-member commission will be led by a chairperson. The   chairman and members of the commission must have at least 15 years experience on economics, law, public administration or similar market-related subjects.    

There must be a women member and an economist in the committee. The chairperson will be the chief executive of the committee. The committee will be liable to the government for their responsibilities.

The duration of the chairperson and members of the committee will be three years from their date of taking charge.  The same person cannot be appointed as chairperson and member of the committee for more than two terms.

There will be a three-member selection committee to recommend the appointment of chairperson and members.

The commerce minister will be the chairperson of the selection committee, while the cabinet secretary and the president of the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) will be the members.

The commission's chairperson and members will get their salary, allowance and other facilities under Section 10 of the Competition Act 2012.  

The can go abroad for public interest, and must submit reports to the government within 15 working days of their return to the country.  

The government enacted Competition Act 2012 to prohibit anti-competitive activities by restricting monopoly and oligopoly.
