The power, energy and mineral resources ministry has spent 75.88 per cent of their total allocated funds in the revised ADP for the fiscal 2007-08, an official said.
"Though the government reduced the original allocation of the ministry's annual development programme (ADP) outlay due to its poor project implementation performance, the ministry failed to implement its projects fully on time," a planning ministry official said Monday.
The power division under the ministry has spent Tk 24.34 billion or 78.59 per cent of its revised ADP (RADP) allocation of Tk 30.97 billion during fiscal 2007-08.
The energy and mineral resources division under the same ministry spent Tk 2.64 billion or 57.55 per cent of its RADP allocation of Tk 4.59 billion, the implementation monitoring and evaluation division (IMED) statistics showed.
The national economic council (NEC) cut the ADP allocations of the power division by Tk 6.80 billion from its original allocation of Tk 37.78 billion due to poor ADP implementation rate.
Similarly, the NEC also slashed the allocation of the energy and mineral resources division by Tk 2.59 billion from its original ADP allocation of Tk 7.18 billion.
Different ministries and divisions of the government together spent Tk 185.09 billion or 82 per cent of the total RADP of Tk 225 billion during 2007-08, the IMED statistics said.
The government initially allocated Tk 265.00 billion in the ADP budget which was trimmed down to Tk225.00 billion in the last quarter of the just concluded fiscal 2007-08 due to poor project implementation rate of different agencies.
Though funds in the last ADP budget was available for some electricity generation projects including Chandpur 150MW plant, Sylhet 150MW plant, Khulna 150MW peaking power plant, Sirajganj 150MW plant, the power division failed to move forward those project as per schedule time, the planning commission official said.
Besides, it also failed to implement many transmission and distribution projects in time resulting poor project implementation rate, he said.
Some gas exploration, transmission and distribution projects were slow in implementation which also made the energy division a poor performer in project implementation in the last fiscal 2007-08, the ministry official said.
