Financial offers of 35 bidders for 10 SPP projects open today

The Power Cell will open the financial offers of the 35 technically responsive bidders today (Sunday) for the proposed small power plant (SPP) projects to decide the final bid-winners, reports UNB.
The Power Cell, a technical wing of the Power Ministry responsible for implementing the SPP projects, selected the 35 bidders as technically responsive out of a total 37, on completion of the technical evaluation on Thursday.
Official sources said two firms, who were found non-responsive, are Noorpore Power Limited for 30 MW Maona project and Association of Dandy Group and ECBL for the 20 MW Tangail project.
Earlier, on June 4, the Power Cell received 37 bids from the local aspirants for setting up 10 SPPs in separate locations across the country.
A Power Cell official told the news agency that after opening the financial offers, it would be clear who are going to get the projects and at what rates.
The private investors will set up the 10 SPPs in three categories-three plants each having 10 MW capacity, four plants having 20 MW each and three others having 30 MW each.
The government will purchase electricity from the proposed plants.
Of the three 10-MW plants, one each will be set up at Ullapra, Mohipal and Habiganj while one each of the four 20-MW plants will be installed at Barabkunda, Feni, Tangail and Narsingdi, and one each of the three 30-MW plants at Jangalia, Rupganj and Maona.
The technically responsive bidders for the 10 MW plant at Ullapara in Sirajganj are Quasem Drycells, Purbani Energy, Saiham Power, Summit Power, Abdul Momen-AM Energy, and Energypac-Confidence Power Venture.
The two tenders found technically responsive for 30 MW plant at Jangalia in Comilla are Summit Industrial and Mercantile Corp. Ltd. and Prime Energy Ltd.
Summit Industrial and Mercantile Corp. Ltd. and Prime Energy Ltd. also became technically responsive for the 30 MW plant at Rupganj in Narayanganj.
For the 30 MW plant at Maona in Gazipur, the technically responsive bidders are RAK Power and Summit Power.
For the 20 MW plant at Barabkunda in Chittagong, the responsive bidders are Summit Industrial and Mercantile Corp. Ltd., Asian-Entech Power Corporation Ltd., and Regent Textile Mills Ltd.
Three bidders, who became responsive for the 20 MW plant at Feni, are Rafique Power Generation and Engineering, Youth Spinning Mills, and Asian-Entech Power Corporation Ltd.
The three responsive bidders for 20 MW plant at Tangail are Summit Industrial and Mercantile, Youth Spinning Mills, and Asian-Entech Power Corporation Ltd.
The four responsive bidders for the 20 MW plant at Narsingdi are Noorpore Power, Summit Power, Asian-Entech Power, and Prime Energy Ltd.
The bidders, who were found responsive for the 10 MW plant at Mohipal in Feni, are Energypac-Confidence Power, Abdul Momen Ltd-AM Energy, Quasem Drycell, and Saiham Power Ltd.
All the six bidders, who submitted bids for the 10 MW plant at Habiganj, became responsive. They are East Cost Trading, Abdul Momen Ltd-AM Energy, Noorpore Power, Quasem Drycell, Saiham Power, and Energypac-Confidence Ltd.
However, this is a re-tendering for the SPP projects, as the caretaker government last month cancelled the first tender process on charge of corruption and irregularities.
The SPP project was initiated by the BNP-led alliance government in 2004 and in last three years, changes were made in the project for at least six times and tenders cancelled on two occasions.
