Fresh tenders floated to buy two spot LNG cargoes


State-run Rupantarita Prakritik Gas Company Ltd (RPGCL) floated one fresh tender and reissued an earlier tender to procure two spot LNG (liquefied natural gas) cargoes, said a senior RPGCL official.
The fresh tender is to purchase one LNG spot cargo for January 05-06 delivery, while the re-tender is targeted towards purchasing one such cargo for the January 09-10 window, he said.
The committee opted for re-tendering January 09-10 window cargo as only two bidders took part, which is one short of minimum bidders to complete the process according to the Public Procurement Rules 2008, he said.
The RPGCL re-issued tender for January 09-10 delivery window as the initial tender floated last December 03 did not get sufficient bid to make the tender responsive.
It also cancelled the tender to purchase one spot LNG cargo for the December 30-31 window due to poor response from the suppliers.
These two tenders were floated on December 10.
Like the previous occasions, the bid winners will deliver the LNG cargoes at Moheshkhali island in the Bay of Bengal, with options to discharge the cargo at either of the country's two FSRU's, or, floating storage re-gasification units, located on the island.
The volume of each of the spot LNG cargo will be around 3.36 million British thermal units (Btu).
Bangladesh previously awarded its latest spot LNG cargo tender to Vitol Asia Pte Ltd for Jan 04-05 delivery window at US$$15.02 per MMBTu.
The Advisers' Council Committee on Government Purchase, or ACCGP, approved the spot LNG procurement proposals of state-run Petrobangla under the Energy and Mineral Resources Division of the Ministry of Power, Energy and Mineral Resources, or MPEMR, in a meeting on December 11.
Separately, Bangladesh has been importing LNG from its two existing long-term LNG suppliers - Qatargas and OQ Trading International - for regasification in its two operational FSRUs.
