FE Report
The government has started preparing a long-term development roadmap styled "Bangladesh Vision Paper 2030" in order to make Bangladesh a poverty-free and middle-income nation.
The General Economic Division (GED) under the Planning Commission has started working on formulation of the roadmap focusing on "where we are now; where we want to go in future."
According to sources in the GED, the division will prepare a Participatory Perspective Plan 2007-2021 in line with the Vision Paper 2030.
Under a project titled "Formulation of Outline Participatory Perspective Plan (OPPP)" the GED as a coordinator for the preparation of the development roadmap has already started working, the sources said.
The perspective plan 2007-2021 will take into account the poverty reduction strategy papers (PRSP) for achieving millennium development goals (MDGs), accelerating growth and alleviating poverty. Besides, the poverty alleviation will get top priority in the Vision Paper 2030, the GED sources said.
A GED official said: "Bangladesh has formulated the three-year development plan -- PRSP -- considering the MDG. However, the PRSP is a mid-term macroeconomic framework, but it does not offer any sectoral allocations for development expenditure. Under the circumstances, preparation of a long-term Perspective Plan is imperative."
The GED has proposed covering of 18 areas under the Perspective Plan 2007-2021. These include development policy and issues comprising poverty reduction, macro-economic structure, food and agriculture, rural development, administration and non-agricultural activities, industry and commerce, transport (road, railway, water, port, Biman etc), communications (telephone, post, media etc), energy and power, health, nutrition and population, education, urbanisation, social unity, gender disparity, good governance, science and technology, environment and local government.
