Govt prods agencies on ADP execution

The government has asked all the ministries and divisions to speed up the implementation of different projects under the Annual Development Programme (ADP) for the current fiscal year (FY), officials said.
It has also directed them to take necessary measures to expedite the execution of ADP, they said, adding that the Planning Commission (PC) issued the directives last week.
The government has already started implementing the 7th Five-Year Plan in a bid to achieve the status of a middle-income country by 2021. The ADP is the
main instrument for achieving the aims and objectives of the government's different strategies, sources concerned said.
It is possible to expedite the country's economic development through successful implementation of the current ADP, they said, adding that successful and full implementation of the current ADP is mandatory to achieve the targeted 7.0 per cent GDP and average 7.4 per cent GDP growth of the current FY and 7th five-year plan respectively.
A review meeting was held in September last with the planning minister in the chair. The meeting called for 100 per cent implementation of the present ADP. Another meeting was held in October last to review the first quarter's (July-September) performance of the ADP for the current FY, he added.
Preferring anonymity, a high official said implementation of most of the ADP projects across the country has been hindered due to 'leadership crisis.'
The government earlier made an allocation of over Tk 1.0 trillion in the current FY, Planning Commission's statistics showed.
Implementation of the ADP was going on at a snail's pace even after the completion of four months of the current fiscal year. The implementation progress rate of ADP is disappointing, a source in PC said.
Only 7.0 per cent of the targeted ADP funds were spent in the first quarter (July-Sept) of the current fiscal year compared to 9.0 per cent during the corresponding period of the last fiscal, according to statistics of the Implementation Monitoring and Evaluation Division of the Planning Ministry.
