Importers must submit IGM before cargo ships sail


The Bangladesh Customs has introduced mandatory pre-arrival processing rules, necessitating the submission of the import general manifest (IGM) in the ASYCUDA system before cargo ships leave their last port of call.
A recent gazette notification outlines the rules, which apply to all imported goods entering Bangladesh.
The notification says that the captain of the ship, shipping agents, freight forwarders, airlines for air cargo, or transport agents for rail, truck or other cargo are all responsible for submitting the IGM to the UNCTAD's integrated customs management system for international trade and transport.
However, the notification warns of repercussions for deliberately submitting false information on the IGM.
In cases where importers or their agents provide incorrect information with the malicious intent of evading duty or smuggling, punitive actions can be taken under Section 156(1) of the Customs Act 1969, says the notification.
Besides, the Freight Forwarders (Licensing Activity Conduct) Rules-2008 may be invoked against the individuals or companies involved.
The IGM unit of customs houses will assign a registration number within 24 hours of receiving the document from the importer or their agent.
This streamlined process allows importers or their agents to complete customs procedures before the arrival of ships, aeroplanes, trucks or rail cargo at the designated port, helping ensure faster cargo release.
The notification also allows importers or their agents to apply for corrections to the IGM within 24 hours of receiving the registration number, should any discrepancies be identified.
In the case of customs stations, transport operators can submit the IGM on behalf of the importers.
Following the issuance of the IGM registration number, importers or their agents can then proceed with submitting the bill of entry.
