Investigators find dozens responsible

Investigators have found more than 50 persons, including the then Rajuk chairman, responsible for illegal expansion of FR Tower in Banani area.
An eight-member probe committee of housing ministry and a five-member committee of Rajuk levelled various charges at them.
Of the Rajuk staffers involved in anomalies at different stages, some have retired. Those who were on deputation at Rajuk are now working in other departments.
However, some officials are still working at Rajuk.
Housing minister SM Rezaul Karim said stern action would be taken against the culprits.
His ministry will request public administration ministry to take action against them, if necessary.
"Departmental action will be taken against those who are still working in Rajuk," said Mr Karim.
He was addressing a press briefing on an enquiry report on the permission of the design and deviation in building FR Tower which caught fire on March 28.
Twenty-six people died in that veritable inferno.
The report also made liable the lessee of the plot Syed Hossain Imam, officials of the developer Rupayan Housing Estate and the management of the building.
But the ministry's probe report skipped the names of the developer company's officials.
The ministry formed the probe committee after the fire incident with additional secretary Yakub Ali Patwary as its head.
The committee was supposed to examine the deviation from the tower's construction, firefighting system, emergency exit and other irregularities.
The report said the then Rajuk chairman Humayun Khadem could avoid his responsibility for permitting the design of FR Tower as per the 1984 rules.
The 1996 rules were already in place by that time.
Authorised officer Syed Maqbul Ahmed approved 193-feet height for the 18-storey building, violating the fixed 155 feet by the Civil Aviation Authority of Bangladesh.
Landowner Mr Imam was also held responsible as he enjoyed the ownership of the floors illegally built above the 18th floor.
Persons concerned, including managing director, of Rupayan Housing Estate Ltd are also responsible for constructing the illegal part on the tower.
The Rupayan managing director signed the design of the illegal part above the 18th floor up to 23rd floor with the power of attorney.
Besides, Rupayan showed a fake design with a forged sign of architect Asma who denied in written that she had never worked for Rupayan.
Rajuk authorised officer Syed Nazmul Huda, assistant authorised officer Bashir Uddin and Rupayan officials were responsible for signing that forged design.
Mr Karim said Rupayan tried to produce an approved design which never existed in the records of Rajuk.
They might have got a fake design from elsewhere with the connivance of some dishonest Rajuk staff members, he went on to say.
Even FR Tower owners did not deposit money for getting approval of the design and illegally mortgaged 20th, 21st and 22nd floors for loan.
The minister said a case is under trial under section 304 (A) for fire deaths.
Another was lodged for forged signatures, he added.
Cases will also be filed for dysfunctional emergency exits which were being used for other purposes.
