No director to run more than one project, says Mannan

An individual cannot be the director of more than one project, Planning Minister M A Mannan has said.

The Planning Minister made it clear during a meeting with all the 58 government ministries and agencies on Sunday.

The meeting was organised to review the progress in implementing projects of the Annual Development Programme (ADP) under different ministries.

"From now on, no official will be allowed to hold the position of director for more than one project", Mannan told the media after the meeting.

"Prior permission will be required for any exception to this rule", the minister said.

"In such a case, the government may allow someone to be the project director of more than one project, only if it is extremely necessary", he added.

The review meeting was organised at a time when there were concerns about the lower execution of ADP than the target in the last seven months.

The agencies under different ministries and divisions of the government implemented about 34 per cent of the Tk1.73 trillion ADP during the first seven months (July to January) period of the current fiscal year 2018-19.

Against this backdrop, Mannan also asked the government officials to speed up the implementation of the ADP.

The Planning Minister also advised the project directors to spend much more time in their respective project areas to ensure proper supervision and successful implementation.

Noting that sometimes implementation of foreign-funded projects faces a blow due to delay in the release of funds, Mannan also asked the Economic Relations Division to take necessary steps in this regard.

"We need to ensure speedy implementation of foreign-funded projects", he said.

The Planning Minister also emphasised qualitative implementation of various development schemes.

"We should hurry but we should not compromise on the quality", Mannan said.

Secretaries and top officials of different government ministries and agencies were present at the meeting.
