Organogram, rules for Competition Commission await finalisation

The Bangladesh Competition Commission (BCC) is expected finalise its organogram and necessary rules shortly following directives by the government, officials said.

The Ministry of Commerce (MoC) at a recent meeting took some decisions for gearing up the commission's activities.

"We have asked the commission (BCC) to finalise its organogram and necessary rules within the next few months," senior secretary of the MoC Hedayetullah Al Mamoon told the FE.  

He said the BCC authorities were also asked to gather experiences from other countries for discharging its responsibilities properly and rendering better services to the people.    

He said once the organogarm is prepared, the commission will be able to recruit manpower The government has appointed a chairman and two members to carry out the commission's activities.  

The government enacted the Competition Act in 2012 in order to ensure a fair marketing system and create a competitive and healthy business environment for traders.

The commission is a statutory body with powers similar to those of civil courts in the country.

Curbing market syndication in prices of commodities, eliminating unethical practices in competition, promoting competition by protecting interests of consumers and ensuring freedom of trade in markets are among the objectives of the BCC.

To implement the Competition Act, the government formed the Competition Commission.

But even after four years of its formation, the commission is yet to start functioning fully due to lack of logistics supports causing disappointment to consumers, according to consumer rights groups.

A handful of unscrupulous businessmen increase prices of essential commodities artificially for their petty interests, they added.

They suggested equipping the entity properly in order to deliver harmony and coherence in market forces and relieve the consumers of their plight.

But the senior secretary of the MoC asserted that the government has allocated required funds to the commission for its fulfilling its needs.  

"We are going to finalise the organogram and rules shortly," an official of the commission preferring anonymity told the FE.  

The BCC is designed to prohibit anti-competitive activities and market syndication for ensuring a healthy business environment and consumer benefits.

Asked when the commission will go into full functioning, the senior secretary said, "We hope the commission will go for full operation within the next few months".
