PMO moves to spur nine PPP projects

The Prime Minister's Office (PMO) has moved forward to prepare a time-bound action plan for nine public-private partnership (PPP) projects for their quicker and smooth implementation, officials have said.

High officials of the PMO will sit with heads of the ministries and other agencies this week implementing the projects, they have added.

The implementing agencies were asked to keep their updated project status ready.

The projects are: construction of two jetties at Mongla Port, development of an integrated tourism and entertainment village at Parjatan Holiday Complex in Cox's Bazar, commissioning of a multi-modal surveillance system at the Hazrat Shahjalal International Airport, construction of Oboshor, a healthcare and hospitality complex for senior citizens, flyover from Santinagar to the Mawa Road, upgrading Dhaka Bypass to 4-lane one, Kamalapur Railway Hospital, Bus Rapid Transit (BRT) multi-modal hub, and  Dhaka-Ashulia Elevated Expressway.

According to officials, the project for construction of two jetties at the Mongla Port remains at the procurement stage.

Mongla Port Authority chairman Riazuddin Ahmed told the FE Sunday that the financial evaluation of the project had now been completed. A committee formed by the ministry of shipping was now negotiating different issues of the tender and on completion it would be sent to the PPP office for approval.

Officials said the project on development of an integrated tourism and entertainment village at the Parjatan Holiday Complex in Cox's Bazar was also at the procurement stage. A notice on pre-qualification had been issued in early April and the deadline for submission of applications is July 5.

The ministry of civil aviation and tourism is implementing the project to enhance the tourism potential of Cox's Bazar and earn the international recognition for the town by developing it as an iconic tourism and entertainment destination.

Sources said the request for registration of interest (ROI) was received last year for the project for commissioning a multi-modal surveillance system at the Shahjalal International Airport. The International Civil Aviation Organisation (ICAO) has been appointed the Technical and Commercial Consultant for the project.

The cabinet committee on economic affairs has so far approved 42 projects for implementation under the PPP programme.

The government set aside Tk 30 billion (Tk 3,000 crore) in budgetary allocation for the PPP fund. It established a company, namely Bangladesh Infrastructure Financing Fund (BIFF), for funding the PPP projects and allocated Tk 25 billion from the fund.

The PPP office has Tk 1.0 billion for conducting technical surveys on projects. Apart from this, Tk 4.0 billion has been kept as a viability gap fund to inject money into those projects where necessary in view of national and public interests.
