Rajuk limps with ambitious housing projects in Dhaka

Rajdhani Unnayan Kortipakkha (Rajuk) appears to be failing to hand over plots and flats to the winners of lottery arranged for allocating those in its housing projects in Purbachal,Uttara and Jhilmil in Dhaka, sources said.

In Purbachal, the overall development work is still less than 35 per cent, although the project has already exceeded the stipulated time, according to sources at Rajuk.

In Uttara apartment project, upon the construction firms' failure Rajuk has cancelled deals with them, and has signed a memorandum of understanding (MoU) with a Malaysian company on the agreement that it will build the apartments in two years' time.

The constructing firms' finished work in Uttara was only 3 per cent in fifteen months out of the stipulated 30 months, and finally Rajuk has cancelled deals with them.

A Rajuk high-up has said the Dhaka city development authority's Jhilmil is ready to hand over plots, but water supply is yet to be in place. And it is looking for a public private partnership (PPP) venture for installing water supply network in this housing project.

But when contacted, a lottery winner in Jhilmil project said apart from filling up the lands, there were no visible utility services there.

He said Rajuk had taken the initiative to solve housing problem, but actually they were not capable of materialising it.

A Rajuk member, requesting not to be named, said wrong selection of contractors and land acquisition problems have slowed down the progress in both Uttara and Purbachal projects.

 "We hope the problem will be resolved soon, and the construction and development process will gain speed," he said.

An apartment lottery winner for Uttara told this correspondent that a pall of uncertainty still loomed over the fate of Uttara project. The city development authority is developing 400 acres of land in Jhilmil, and 6,000 acres of land will be developed to prepare twenty-six thousand plots in Purbachal.

A Rajuk source said at the Rupganj site of Purbachal project, progress was satisfactory but it was slow at the Gazipur site due to litigation problems.

The three hundred feet wide road from Kuril to Purbachal project is also in the clutches of uncertainty due to problems in land acquisition and faulty selection of contractors.

The Rajuk source added that in Purbachal some allotment winners have already received their plots, and every day registrations are being carried out.

According to a Rajuk official, Purbachal was designed in 1995, and it got approval in 2002, and land acquisition had time till 2009.

He said before cancellation of deals on Uttara apartment project, the construction firms' progress was only three per cent, and they had been given 30 months' time to construct eight thousand apartments in Block A.

But only 3 per cent work of the project related to physical progress that got completed in 15 months was utterly disappointing. The time-span was half of the schedule earmarked for completion of the project.

The sloppy performance had dissatisfied Rajuk, and it finally cancelled deals, the official said.
