Strictly monitor buildings follow approved designs

JS body asks Rajuk

A parliamentary watchdog recommended on Sunday that the top brass of Rajdhani Unnayan Kartripakkha (Rajuk) strengthen monitoring of approved designs of buildings.

Dozens of high rises are constructed in the capital violating the civil aviation authorities' parameter.

In a meeting, parliamentary standing committee on housing ministry said there is a 27-storey building beside FR Tower and many more in the zone.

But the Civil Aviation Authority of Bangladesh (CAAB) permitted only 15-storey structures for that area.

The committee hoped Rajuk and the ministry would take punitive measures against errant building owners and demolish illegal structures or parts of the buildings.

"We specifically proposed that field-level officers of Rajuk or authorised officers have to be proactive in monitoring the approved designs and building codes," said committee chairman engineer Mosharraf Hossain.

"Even the Rajuk chairman, town planner and member (development) should visit the construction site… to oversee whether the design is being deviated."

"We have suggested them not to deviate from the practice," Mr Hossain said.

He was briefing the media after the meeting at the media centre in parliament.

He said the authorised officers do not dispense their duties and responsibilities properly.

They can visit the site from foundation building until completion of the building. But they never visit the construction site, he added.

Regarding enquiry reports of 24 Rajuk vigilance teams, Mr Hossain said they will see what happened in the past.

"Rajuk and the ministry have talked about measures against unruly owners, including demolition of illegal structures and parts of the buildings."

"We'll wait to see whether they demolish those or not," said the chairman of the parliamentary panel.

He, however, did not reply to a query about action against the Rajuk officials involved in irregularities.

On the construction by Dhaka South City Corporation in Chankharpool area without approval from Rajuk and following DAP, the former minister said, "We'll discuss the issue with the higher level."

"This type of structure within the Rajuk area must be approved by Rajuk. Otherwise, the accidents will continue to occur," said Mr Mosharraf.

About multiple Rajuk projects on filled wetland and flood flow zones, he said if any such project is undertaken, the authorities try to create adequate water retention areas there.
