VERIFYING FF QUOTA CLAIM

ACC seeks court approval for DNA tests of UNO, family

FE REPORT | November 05, 2025 00:00:00

The Anti-Corruption Commission (ACC) has sought court approval to conduct DNA tests of Nachol Upazila Nirbahi Officer (UNO) Kamal Hossain, his biological parents, and his uncle and aunt to verify allegations that he fraudulently used the identity of a freedom fighter's (FF) child to secure his government position.

According to the officials, a case (No. 30, dated December 26, 2024) was filed by ACC Deputy Assistant Director Md Monjurul Islam Mintu under sections 420, 467, 468, and 471 of the Penal Code for forgery, cheating, and misuse of the FF quota. The case accused Kamal Hossain, a BCS (Administration) cadre officer of 35th batch, of fabricating his family background to gain admission to university and later obtain a government job under the FF quota.

Kamal, currently serving as the UNO of Nachol in Chapainawabganj, had previously worked as a Senior Assistant Commissioner at the Magura Deputy Commissioner's office, and as the UNO of Atrai in Naogaon.

The ACC's investigation revealed that Kamal had replaced the names of his biological parents - Md Abul Kashem and Habiya Khatun of Sirajnagar village, Daulatpur upazila, Kushtia - with those of his uncle and aunt, freedom fighter Md Ahsan Habib and Sanoara Khatun, in official documents. By doing so, he allegedly gained undue advantages reserved for the FFs' children.

To verify the allegations, the investigating officer applied for permission to carry out DNA tests of Kamal, his biological parents, and his uncle and aunt. The ACC approved the request, allowing the DNA tests to proceed - subject to court authorization - as part of the case investigation.

If proven, Kamal could face severe administrative and legal consequences for violating both service and criminal laws through fraudulent means, the officials added.
