The government decided Monday to evaluate performance of the civil servants of different ministries and divisions annually aiming to make them accountable for their responsibilities.
To push the move forward the Cabinet Division singed Annual Performance Agreements (APAs) with ten ministries/divisions on the day under Government Performance Management System (GPMS).
Cabinet Secretary and secretaries of ten ministries/divisions signed the agreements during the weekly cabinet meeting at Bangladesh Secretariat on the day. Prime Minister Sheikh Hasina presided over the meeting.
"As per the agreements the ministries would ascertain vision, mission and strategic goals in accordance with the development priorities of the government, long- term perspective plan, five- year plan and allocation and business and budgetary allocation of
the ministry," cabinet secretary Muhammad Musharraf Hossain Bhuiyan told journalists after the cabinet meeting at Bangladesh Secretariat.
About the APAs he said that it is an internal mechanism of the civil administration to
ensure accountability of the government bureaucrats and measuring their yearly performance.
"Every government has a political vision and it is the responsibility of the government officials to realise the vision in an effective manner," he said.
Mr Bhuiyan said the government decided to introduce GPMS following the recommendations of the Public Administration Reforms Report-2000 and National Integrity Policy-2012.
And the Cabinet Division organised three workshops in June and
November 2014 for secretary, additional secretary and joint secretary level officials.
He said it is necessary for the government to monitor and evaluate the performance of the government officials.
He said that a core committee headed by the secretary (coordination and reforms) prepared the guidelines of the GPMS through reviewing the civil servants' performance evaluation procedure in India, Bhutan, Kenya, Malaysia and South Africa.
The signing ministries/divisions are Road Transport and Highway Division, Home Ministry, Textiles and Jute Ministry, Energy and Mineral Resources Division, Industries Ministry, Commerce Ministry, Housing and Public Works Ministry, Bridges Division, Social Welfare Ministry and Economic Relations Division.
Other ministries/divisions would sign APA with the Cabinet Division gradually, the cabinet secretary said.
"The Prime Minister hoped that performance management system and annual performance agreement would help improve the efficiency and accountability of
the government officials. It will help gearing up the implementation of
government policies and programmes under an intensive monitoring
system," the cabinet secretary said after signing of the agreement.
