The Bangladesh Public Procurement Authority Bill 2023 was placed in Parliament on Wednesday to pave the way for establishing a separate government body to supervise the public procurement and related activities.
While placing the Bill, Planning Minister M A Mannan told the House that since the volume of public procurement increased many times, a strong government institution was needed to look after the procurement activities and ensure transparency and accountability in the government procurement.
The bill was proposed to set up Bangladesh Public Procurement Authorities (BPPA), which will be a government agency.
The planning minister will be the chairman of the board of directors of the BPPA and the secretary of the IMED will be the Vice Chairman.
The operation of the BPPA will be run by a chief executive officer who will be member secretary of the board of directors.
According to the bill, the board of directors of the BPPA will have responsibilities, including formulation of public procurement policy and strategy, formulating policy to operate the BPPA, taking steps to simplify procurement process, and ensuring implementation of public procurement, policy, and rules.
The Planning Minister told the House that the government procurement increased to Tk 2.215 trillion (2,21,500 crore) in FY 23 from Tk 190 billion (19,000 crore) in FY02.
Presently, the Central Procurement Technical Unit ( CPTU) monitors the public procurement.
The Bill was sent to the parliamentary standing committees on Planning Ministry for scrutiny.
