Performance-based evaluation for BCS officers emphasised

Speakers at a workshop Tuesday emphasised introduction of the performance based evaluation system (PBES) to bring positive and productive changes in the Bangladesh Civil Service (BCS).
They also termed the present annual confidential report (ACR) system as an outdated one, and recommended the PBES in lieu of it to ensure good governance and effective civil service.
They were speaking at a workshop titled Introducing Performance Management System (PMS) in Department of Environment (DoE), organised by DoE in the city.
Environment and forest state minister Dr Hasan Mahmud addressed the programme as the chief guest, while secretary Mihir Kanti Mojumder was the special guest. DoE director general Dr Monowar Islam presented the keynote paper.
The paper focussed that the hierarchies and designations of the BCS cadres differ from organisation to organisation, and execution of the single ACR system is not appropriate for all of them. However, the PBES can be applied for all the officers ranging from assistant secretary to secretary.
"The PBES would provide a reliable basis for evaluating each individual's contribution in achieving the organizational goals and implementing the government policies. It would correctly measure the efficiency and capability of an officer, and put the right man in the right position," added Monower Islam.
"The PBES would change the scenario of BCS, and make it more dynamic and effective to meet the challenges of the new millennium," said Hasan Mahmud.
"We need a strong commitment from the top policy makers and other stakeholders to introduce the PBES," said Mihir Kanti Majumder.
A technical session was held following the discussion.
