Tug-of-war over Kuril flyover maintenance

Maintenance of Kuril flyover faces looming uncertainty as Rajuk and Project Builders Limited (PBL), the constructing company, began shifting the responsibility to each other following the finding of fault.       

The over-the-road bridge, built with local technology, was commissioned a year back. It has worked smoothly. But the maintenance issue came up due to bitumen- removal problem in a small part (36 square inches) in a loop few days back.

Though the problem has instantly been solved by the constructing company, it is not clear who is in charge at this moment for maintenance work on the bridge, financed by Rajuk.

Rafiqul Anam, chief engineer of PBL, said, "Though we have done the bitumen works in the area wherefrom it got removed, it is Rajuk's responsibility for future maintenance as the flyover has already been opened to the public."

He mentioned that they were still working for building a foot over-bridge and for beautification works. "And that's why Rajuk says it is our responsibility," he said.

"Bitumen removal from a small area for the first time in a year since the commissioning is nothing to be worried about, but there might be need for big maintenance in future as the speeding vehicles cause different problems on a bridge surface," the engineer added.

Md Abdul Baki Miah, the Kuril Flyover Bridge project director, said as per contract the constructing company is responsible for any maintenance work.

He argued though it has been opened to the public, as they are yet to hand over the project to the Rajuk authority, so it is their responsibility.

"The PBL has already asked for taking the maintenance responsibility but we have said it is not our duty," said the project director.
