The Bangladesh University Grants Commission (UGC) has recommended issuing an ordinance to introduce the mass-hyped uniform admission test in all public universities from the next 2023-2024 academic year.
The President of the country, who is also the chancellor of the universities, can issue an ordinance so that leading public universities can take a leading role in its implementation.
This ordinance will prevail over anything contained in the University Act regarding admission tests.
Besides, a committee, headed by a UGC member, was entrusted with the task of drafting the ordinance.
The decision was made unanimously by the UGC-constituted committee to hold a single admission test.
The UGC said this on Tuesday following a meeting with the vice-chancellors (VCs) of public universities.
The meeting decided that it was necessary to issue an ordinance to conduct the admission test under a single umbrella for all public universities countrywide.
Until the formation of the National Testing Authority (NTA), the admission test will be conducted as per this Ordinance, the UGC said in a statement.
A 15-member high-powered committee was convened by the UGC chairman to conduct the uniform test last July.
UGC chairman (additional charge) Prof Muhammad Alamgir presided over the meeting.
Pro-VC of Dhaka University and VCs of Rajshahi University, Chattogram University, Jahangirnagar University, Bangladesh Agricultural University, Islamic University, Shahjalal University of Science and Technology, Chattogram University of Engineering and Technology, and Bangladesh University of Professionals, Jagannath University treasurer and UGC secretary Ferdous Zaman, among others, were present.
In line with the President's intent, Prof Alamgir urged public university VCs and teachers to work with a positive attitude towards a uniform admission test in public interest.
The attendees at the meeting highlighted various aspects of the single admission test and the goodwill of the universities involved in it.
Education minister Dr Dipu Moni at a UGC meeting last April said even if a uniform test is taken, distinctiveness, independence and autonomy of public universities would not be damaged.
The admission test would be inclusive and it would include relevant content, she asserted.
