Prime Minister (PM) Sheikh Hasina asked Sunday the Ministry of Public Administration to be prompt in dealing with the files of other ministries and divisions so that their proposals do not face any unnecessary delay, reports UNB.
In her introductory speech at a meeting with senior officials of the ministry at its conference room, the PM also instructed its officials to take steps for filling vacancies in different ministries to bring more dynamism into the civil administration.
"This ministry (Public Administration) has greater a responsibility…always remain attentive so that proposals from other ministries don't remain shelved…these have to be dealt with speedily," she said.
Sheikh Hasina also directed the ministry officials to look into matters like quick creation of posts and laying out organograms, and implement decisions with a team work to yield better outcomes.
She also put emphasis on upgrading all old laws and policies for bringing dynamism in the administration.
"Keep in mind the needs and demands of next 20-25 years before formulating any development programmes, especially that of infrastructural development," the PM added.
Besides, she asked them to involve local people to execute any development initiatives.
Hasina said the common people would get more services with the splitting of the Dhaka Division alongside expansion of the administration.
The PM also underscored the need for ensuring necessary public infrastructures in Rangpur, Sylhet and Barisal divisions.
Terming the Public Administration ministry the heart of the country's civil administration, Hasina said the responsibilities of this ministry are arranging appointments, promotions, field administration management, administrative reforms and human resource development of the civil administration.
About the recommendations of the Pay and Services Comission-2013, Hasina said her government has already received the recommendations while a committee has been formed to review the recommendations. She said implementation of the new pay scale would start after getting the report of the review committee.
The PM mentioned that some 17,846 officials have so far been appointed through six BCS exams from 28th to 33rd BCS while a process is underway to appoint some 2,557 officials through 34th BCS and some 1,803 officials through 35th BCS.
In this connection, Hasina suggested the Bangladesh Public Service Commission to speed up the recruitment process and set up some wings at the PSC in such disciplines where manpower is needed to be appointed in a large number like teachers, doctors and police.
The PM said her government in its previous term decided to appoint some 50,000 police personnel and asked the authorities concerned to speed up the recruitment process for police since the number of police compared to the country's population is very inadequate.
Referring to the accommodation problem of government employees, the PM asked the ministry to take steps for constructing high-rise apartments utilising khas and fallow land.
She said her government has taken steps to formulate the 'Civil Service Act' for the public servants and the law should have to be enacted speedily. Hasina said once the law is passed in parliament, it could be upgraded from time to time.
Underscoring the need for a trained public administration to cope with the pace of international community, Hasina suggested upgrading the training policy of 2003.
Highlighting the importance of the field-level administration as implementing authorities of government programs, Hasina elaborated her plan to decentralise the public administration.
In this context, the PM directed the administration to take the environment and ecological issues into consideration before taking any development programmes and their implementations.
Earlier, the PM unveiled the cover of two books 'Practical Use of Bangla in Government Activities' and 'Public Administration Medal Policy'.
