Nagorik Morcha, a platform of 27 citizens' organisations, has demanded immediate introduction of district-wise budget from the upcoming fiscal year through procedural reforms for ensuring participation of mass people in the national budget.
The leaders of the consortium placed the demand at a press conference at Dhaka Reporters' Unity (DRU) auditorium Monday.
They included executive member of Sushasoner Jonno Prochar Ovijan (Campaign for Good Governance) Daisy Ahmed and its member Elison Subrata Baroi, general secretary of Bangladesh Bhumihin Samity Subal Sarkar, president of Bachte Shekho Nari Firoza Begum, president of Bangladesh Dalit and Excluded Rights Movement (BDERM) Sunil Kumar Mridha, executive director of Society for Bright Social Services Ferdaus Ahmed, executive director of Shramik Karmachari Oikya Parishad (SKOP) Bilkis Akhter, executive director of DEP Unnati Rani, and Shibli Anwar from LRC.
Other organisations of Nagorik Morcha include Nagorik Uddog, Development Organisation of the Rural Poor (DORP), RDC, ADD, Kapeng Foundation, Bangladesh Krishok Samity, and SAREE etc.
Daisy Ahmed demanded immediate amendment to the existing budgetary laws to create scope for the rural people to participate in the budget formulation process.
She also urged the government to publish the draft budget at least three months ahead of the budget session, so that people can formulate district-level budget and the district council can play a role in the budget preparation process.
Ms Ahmed said the government should prepare district-wise budget in line with the demands of rural people.
She suggested that ward, union, municipality, upazila and district-wise budget be prepared with the direct participation of local elected representatives.
