The minister came up with the observations while addressing a meeting in remembrance of Qazi Aminul Haque, an organiser of War of Liberation and political companion of Bangabandhu Sheikh Mujibur Rahman, at the auditorium of Nilphamari Shilpakala Academy.
"We have many leaders and many activists. But the number of leaders like Qazi Aminul Haque is going down," Noor said.
Presided over by district AL president Dewan Kamal Ahammed, the meeting was addressed by Momtazul Haque, Jonab Ali, Rahat Hossain, Hafizur Rashid, Alimuddin Bosunia, Dr Momtazul Islam, among others.
The minister also distributed prizes among the participants of Bangabandhu and Bangamata Begum Fazilatunnesa Mujib Gold Cup Primary School Football Tournament.
