FE Report
A scuffle between two wings of the ruling Awami League at the Dhaka Medical College Hospital Sunday disrupted the bidding procedure for supplying foods to patients.
Police said there was a chaotic situation at about 11:00am when the activists of both Juba League and Bangladesh Chhatra League (BCL) were locked in a scuffle over the bidding involving Tk 4.0 million (40 lakh).
"But the situation at the hospital compound returned to normal as soon as the police rushed to the spot," Sub-Inspector (SI) of the Shahbagh police station Faruqul Islam told the FE.
Witnesses said supporters of BCL activist Zakir, who came to submit tender documents on behalf of Lisa Enterprise, attacked another bidder, Jubo League activist Tota Miah, at around 11:20 am turning the area into a total chaos.
Supporters of both groups disappeared shortly after arrival of police.
Hospital sources said the tender committee led by director of the country's main public hospital Brig Gen Bazle Kader opened the tender box later in the afternoon and showed that about eight schedules were dropped.
In a meeting earlier on the day the parliamentary standing committee on communications ministry admitted that some ruling party men were involved in snatching tender documents at some places.
The committee recommended amendments to the Public Procurement Regulations (PPR) to stop such practices.
The committee urged the government to make a provision providing for keeping of tender boxes at four to five places so that none can capture tender boxes. As per existing PPR, tender boxes are placed at one place.
