Establishing democracy at the grassroots and ensuring effective public service delivery require a strong system of local government. Institutions such as Union Parishads and City Corporations are the closest administrative bodies to the people, allowing them to understand local needs and respond more quickly than central authorities. A functional local government not only delivers services but also strengthens accountability, transparency, and participatory governance.
Strong local government ensures faster and more accessible civic services. Essential services such as birth registration, citizenship certificates, local road construction, and social safety net benefits can be delivered efficiently to marginalised communities through local institutions. Unlike highly centralised planning, local governments can design and implement development initiatives based on the specific needs of their communities, making development more practical and sustainable.
Local government institutions also play a crucial role in promoting accountability and transparency. Direct public engagement and local-level monitoring encourage responsible governance and reduce the scope for corruption. Research by the BRAC Institute of Governance and Development highlights that participatory budgeting and citizen monitoring mechanisms can significantly improve transparency and service delivery at the local level.
Moreover, local government serves as the foundation of democratic practice. Through local elections, citizens directly participate in governance and hold their representatives accountable.
Mechanisms such as village courts and local mediation also help resolve minor disputes quickly, reducing both time and costs for ordinary citizens.
However, local governments in Bangladesh often face financial and administrative constraints that limit their effectiveness. Ensuring greater fiscal autonomy, skilled manpower, and decision-making authority is essential for strengthening these institutions. A robust local government system can ultimately ensure good governance, balanced development, and efficient public service delivery at the grassroots level-bringing the benefits of development closer to the people.
