The finance minister AMA Muhith in his budget speech for 2014-15 fiscal has proposed to impose a fixed tax of Tk 100 on the supply of every single piece of replacement SIM. Currently, there is no such tax on the supply of replacement SIMs.
However, there is a fixed tax of Tk. 300 on the supply of every single piece of SIM card by the mobile operators which will continue.
The minister said "The new proposal of the tax was imposed in order to ensure transparency. Otherwise it causes inconvenience in revenue accounting."
Besides, the government imposed 10 per cent tax at source for any kind of payment like licence fee, renewal fee, spectrum fee and revenue sharing by the telecom operators.
On the other hand, supplementary duty on SIM card import has been proposed to reduce to 15 per cent from 20 per cent in the budget.
The finance minister brought change in tax regime for mobile handsets. As per his budget speech, 15 per cent VAT will be applicable for mobile handsets at the import stage while 10 per cent will be for locally assembling mobile phones.
He said some companies are assembling quality mobile phones in the country. They have to pay 15 percent VAT at the assembling stage. On the other hand, there is only 10 percent VAT on imports of mobilephones. This has created uneven competition between local assembling industries and imports.
