12.4pc of budget allocated for education

Allocation for the education sector in the proposed budget is Tk 292.13 billion, development and non-development budget combined, against Tk 250.93 billion in the fiscal year (FY) 2013-2014.
The amount, one of the highest allocations, account for 12.4 per cent of the total budget of the FY 2014-2015.  
Of the proposed allocation, Tk 155.40 billion is set aside for the ministry of education against Tk 131.63 billion of the outgoing fiscal, while the ministry of primary and mass education receives Tk 136.73 billion against Tk 119.30 billion.
Finance Minister AMA Muhith while placing the proposed budget told the House that the government set a fresh target of illiteracy eradication, as the government has already achieved 100 per cent enrolment at the primary level.
In this connection, the government has undertaken some important steps including formulation of the Primary Education Policy, reorganising school management committees and implementing the non-formal education policy.
"We're planning to provide almost 4.5 million illiterate adolescents and people belonging to the age group of 15-45 years with basic literacy and livelihood training", the minister noted.
He said ensuring quality education was another priority issue of the government. "We will lay highest emphasis on improving the quality of education including adoption of modern technology-based teaching methods and continuing adequate infrastructure development", he added.
The budget speech also highlighted the government's initiatives to improve the teacher-student ratio to an acceptable level. In addition, the Madrasa education will be modernised through incorporating IT-based courses.
Relating to technical education, the minister said the main objective of education was to turn students into skilled manpower according to their merit and ability.
"In order to realise this objective, we will put special emphasis on vocational and technical education. Steps will be taken to enhance co-operation and co-ordination among all the government and private vocational and technical institutions", he added.
He noted that the government was very keen to ensure a schooling atmosphere in all academic institutions. "We are committed to maintaining proper environment for education at any cost. We will undertake all-out measures to eliminate violence, corrupt politics, and session jams in the academic sphere," he said.
"Moreover, we will put our highest efforts to make school and college management system more democratic, participatory, accountable, transparent and free from partisan interests", he added.
In his speech, the minister said, as part of the National Education Policy, the government had taken up a number of programmes to upgrade the primary education level up to class VIII by 2018.
"In the meantime, we have started class VI and class VII in 754 primary schools. Gradually all other primary schools will be brought under this process."
