An exhibition of spare parts components of automobiles (bus, truck, car and motor cycle) was held at a city hotel recently.
Commerce Minister Tofail Ahmed attended the programme as the chief guest, while Founder President of IBCCI & Chairman of Nitol-Niloy Group Abdul Matlub Ahmed presided.
Commerce Secretary Mahbub Ahmed, Indian High Commissioner to Bangladesh Pankaj Saran, FBCCI President Kazi Akramuddin Ahmed and Vice President of Bangladesh Automobile Assemblers' & Manufacturers Association (BAAMA) Matiur Rahman were present on the occasion, among others, said a press statement.
Matiur Rahman, also the chairman of Uttara Motors Limited, said the entrepreneurs of the country are locally making small size spares but due to lack specific policies this sector can not making significant collective progress.
He said the locally manufactured machineries and spare parts must be procured by local and international manufacturers through outsourcing. VAT exemption may be rendered for these entrepreneurs.
"Thus small linkage industry will emerge and a new scope of employment will be opened. Simultaneously a huge amount of foreign exchange will be saved. Tax exemption may be applied for Raw materials (plate, sheet, steel, tube) where necessary for patronising these small scale native industries and these items may be excluded from VAT. Consequently production of spares for bus, truck, motor cycle and other vehicles will be possible in optimum quantity. Development is not possible without foreign investment. To ensure foreign investment manufacturers of concerned parts & components may be declared as individual sector with 10 years tax holiday".
Currently deletion is not available over import of CKD components of bus, truck & motor cycle, he said, adding, as a result locally manufactured components have no lawful way to be used in products manufactured in Bangladesh. We expect production of these components will be possible locally. If deletion provision can be introduced in CKD we shall save huge foreign exchange and a scope of new employment will be generated and investments will be enlarged.
The BAAMA VP said industrialisation is essential for development. Every country has special package, special motivational policies and various safeguards. In interim industrial manifestation industrial protection is essential. Well, we expect harmonic, logical, balanced and loyal competition between local and imported products, which will preserve consumer's rights.
