BSCIC set to cancel allotment of unutilised plots at industrial parks

The management of Bangladesh Small and Cottage Industries Corporation (BSCIC) is set to cancel the allotment of unutilisied plots at the industrial parks if they are not developed by the year- end, officials said.
According to them, after a long period of allotment of the plots, the entrepreneurs are yet to submit lay out plan regarding their business, hampering many prospective investments and employments in the industrial parks.   
"We will cancel allotment of unutilised plots if they are not developed by the entrepreneurs by December 2013," chairman of BSCIC Shyam Sunder Sikder told the FE.    
He said that land allotment committees (LAC) headed by deputy commissioner (DC) of each district have been working to identify the unutilised plots at BSCIC industrial parks.  
BSCIC has a total of 10,339 plots at its industrial estates in all the districts. The development work is yet to start on 687 industrial plots while 283 plots have been identified as sick.
The unutilised BSCIC plots have high demand among the investors. But poor infrastructure, insufficient supply of gas and electricity are major hurdles towards development of the plots at the industrial parks, according to entrepreneurs.
The head of the BSCIC said they have cancelled 25 plots so far. More are now under scrutiny for cancellation.
Asked about the fate of cancelled plots, the BSCIC official said they will go for re-allotment of cancelled plots to the bona fide entrepreneurs.    
"We will reallocate plots to the bona fide entrepreneurs so that they could contribute to the development process of the country," Mr Sikder said.  
However, after a series of criticism over unutilised plots under BSCIC industrial parks, the authorities have come forward to take the crucial decision.
The critics also said most of the plots which are yet to be developed are located at the industrial parks that had been set up in remote areas of the country where congenial business atmosphere are  yet to be established. The areas are Rangamati, Khagrachhari, Barisal, Bhola, Swarupkathi and Panchagarh.
