DNCC presents Tk 20b budget for FY\\\'15

Dhaka North City Corporation (DNCC) Tuesday announced a Tk 20.42 billion budget for the 2014-15 fiscal year (FY).
The proposed budget is Tk 9.3 million higher than the budget of last fiscal and Tk 10.3 million higher than the revised budget of the last year.
The corporation's budgetary outlay was Tk 19.49 billion last year, which stood at Tk 10.10 billion in the revised budget.
DNCC administrator Faruque Jalil announced the budget at the City Corporation Community Centre at Uttara in the city. DNCC chief executive officer BM Enamul Haque along with other executives was present.
With two new projects, seven ongoing, eight proposed and five ongoing projects under public-private partnership (PPP), the present proposed budget has an allocation of nearly Tk 16.81 billion for the annual development programme (ADP), which is 82 per cent of the total cost.   
The new projects include: City Regional Development Project with financial assistance from the Asian Development Bank (ADB) worth Tk 500 million under which roads, drainage and traffic system development work at Banani area will be done.
Another one is construction of the Mirpur Cantonment Bypass Road, Ceramic Road development and drainage and roads development works at South Pallabi will be done at the cost of Tk 417 million.
The corporation targets to earn Tk 8.10 billion in revenue, of which Tk 3.9 billion will be holding tax, Tk 1.6 billion as salami from newly built market at Mohakhali and Aminbazar, Tk 75 million as rent from markets, Tk 1.15 billion from asset transfer sector, Tk 302 million as trade license fee, Tk 100 million as advertisement fee, about Tk 96 million from bus-truck terminal, about Tk 186 million from leasing of the animal market, Tk 10 million as rent of the machineries, Tk 10 million as octroy fee, Tk 70 million as electricity bill from city corporation markets, and Tk 25 million revenue from other areas.
Besides, the city corporation expects Tk 450 million development assistance from the government and Tk 11.03 billion as project assistance from development partners.
Top executive of the city corporation announced that a nine-kilometre--long flyover from Azimpur to Aminbazar would be built to reduce traffic congestion in the area. Maisha Construction will construct the flyover, he said.
The newly appointed administrator expressed the hope that e-tendering system will be introduced within the next two months.
He, however, could not offer any hope of improving the hazardous condition of waste dumping on the city roads. Mr Jalil claimed the city corporation authority has time and again requested Rajuk and other agencies to provide land for proper waste management of the city but with no result.
"We have 76 garbage containers but only 14 transfer stations. We need space to carry the waste of these containers through more transfer stations," said Mr Jalil.
The administrator also said corruption in the city corporation cannot be brought down to zero level, but it can be controlled.
BM Enamul Haque said people should not blame the city corporation only for the failure of waste management. But there are other authorities who should be blamed too for the bad situation.
"If the waste is disposed at transfer station between 4:00 pm to 8:00 pm, then there will be no awkward situation on the roads. But there is no time limit and discipline among the parties involved in waste management process," said Mr Haque.
