The government has appointed an administrator at the Bangladesh Garments Accessories and Packaging Manufacturers and Exporters Association (BGAPMEA) for six months to hold the election of its executive committee within a set timeframe.
According to an office order issued on September 24, the commerce ministry appointed senior assistant secretary Mohammad Mashiur Rahman as the administrator in accordance with the section 17 of the Trade Organisations Act-2022.
His appointment took effect from the date of issuance of the order.
According to the order, the trade body failed to give a satisfactory response to the show cause notice earlier issued by the commerce ministry.
"As a result, it has been assumed that the daily activities of the BGAPMEA have not been performed properly," reads the order.
The administrator will complete the election of the executive committee and administer daily activities of the BGAPMEA within the prescribed time, and hand over the responsibilities to the elected representatives and notify the ministry, it adds.
The BGAPMEA is a licenced organisation. As per the Trade Organisations Act-2022, the Trade Organisations Rules-1994, the association's memorandum and rules, it is obliged to form a full executive committee through an election within the prescribed time.
Earlier on September 11, the trade organisations cell under the commerce ministry issued a show cause notice asking the BGAPMEA as to why an administrator would not be appointed within seven working days.
On September 03, the Director General of Trade Organizations held a hearing and found that the BGAPMEA's activities were not performed according to the Trade Organisations Act-2022 and Trade Organisations Rules-1994, and decided to appoint an administrator.
The BGAPMEA in its response submitted on September 14 said that President Mohammad Moazzem Hossain Moti has been removed from the post of the trade body in line with the decision of the September 03 hearing and its first vice president Mohammad Belal has been performing the responsibilities as its president.
It also claimed that the members have been notified to update the voters' list according to a court directive.
The BGAPMEA also requested withdrawing the decision of appointing an administrator claiming that there is no need of such a move as the daily activities have been performed accordingly by the current executive committee, and there is no such demand or request from any of the members of the association.
