Lone bidder set to bag work on metro-rail’s Package-7

A Japan-India joint-venture (JV) firm is set to get the job of implementing the last component of Dhaka's metro-rail project, as it has emerged the lone bidder for the Package-7, sources said.

The state-owned Dhaka Mass Transit Company Limited (DMTC) has set June 3 as the date for signing a contract after its board approved the firm's bid on May 10. However, pre-contract negotiation with the company is yet to end.

The consortium comprising Marubeni Corporation of Japan and L and T of India has finally emerged lone bidder for the Package 7. The component involves electrical and management system development for the Mass Rapid Transit Line-6 (MRT-6).

The DMTC, dedicated for the metro-rail construction, invited tenders in March 2015. Tender documents were purchased by 31 companies, but only four were shortlisted.

Finally, the Japan-India joint venture firm emerged unrivalled, as other companies did not submit their proposals.

The DMTC took more than three years to conduct negotiations with the firm, as the 'lone bidder' issue and other complexities had to be sorted out.

It has to supply thousands of items for the 20.1-kilometre elevated track and 16 stations of the MRT-6. Negotiations over all the items except more than 546 were completed.

Sources said the DMTC board gave its approval for signing the contract with the firm on the condition of completing negotiations on the remaining items later.

The DMTC had to revise the contract deadline several times. The delay was attributed to settlement of the single bidder issue and complexities with carrying out the pre-contract negotiation.

The DMTC is implementing the Tk 219.85 billion MRT-6 project for introducing a train-based mass transit service from Uttara to Motijheel by 2024. The government, however, announced to open part of the line up to Agargaon by 2019.

The DMTC completed work under one package and started construction of a viaduct from Uttara to Agargaon at the end of 2017.
