Progress of agri ministry projects under ADP slow

Most of the agriculture ministry projects under the annual development programme (ADP) are progressing at a snail's pace, official sources said.
ADP achievement rate of the Ministry of Agriculture (MoA) is very poor due to slow implementation by its departments, a high official of the ministry said.
The overall progress of ADP execution in the first two months (July-August) of the current fiscal year 2013-14 was only 5 per cent or Tk 581.3 million against the allocation of Tk 12.89 billion which was 1 per cent higher than the corresponding period of the previous fiscal (FY2012-13), according to ministry data.
There are currently 62 projects under the MoA having allocations in the ADP of the current fiscal.  Of these, 53 are investment projects, five technical and four are from Japan Debt Cancellation Fund (JDCF).
Of this, the implementation progress of GoB funded projects was 5 per cent or Tk 436.6 million and while that of the aided projects was 4 per cent or Tk 144.7 million in the two months.
During the two-month period of current fiscal year the progress rate was very slow, the official said.
In July-August of current fiscal, only 6 per cent, 2 per cent, 9 per cent, 5 per cent, 4 per cent, 1 per cent, 0.23 per cent, 6 per cent, 15 per cent, 3 per cent, 2 per cent, 9 per cent, 9 per cent, 2 per cent and 5 per cent were implemented respectively by the Agriculture Extension Department (DAE), Bangladesh Agricultural Development Corporation (BADC), Bangladesh Agricultural Research Institute (BARI), Barind Multipurpose Development Authority (BMDA), Department of Agricultural Marketing, The Bangladesh Agricultural Research Council (BARC), Soil Resource Development Institute (SRDI), Bangladesh Jute Research Institute (BJRI), Bangladesh Institute of Nuclear Agriculture (BINA), Bangladesh Sugarcane Research Institute, Bangladesh Rice Research Institute, Agriculture Information Service (ASI), Cotton Development Board, Seed Certification Agency (SCA) and others, data said.
Talking to the FE Thursday, a senior MoA official said that the ministry in its recent ADP review meeting expressed dissatisfaction over the slow progress and hoped that the advancement in the current year would not be less than the previous year.
The sources said that the donor-assisted projects witnessed slow progress due to the various conditions imposed by the donors as well as delays in the decision making process.
