The development partners Monday termed the progress of the government's Investment Promotion and Financing Facility (IPFF) Project satisfactory as the project could successfully finance numbers of small power plants, water treatment plants and communication networking, reports BSS.
Official sources said IPFF has so far financed implementation of ten small power plants with more than 50 megawatt capacity each, an inland container terminal, three water treatment plants, and a nationwide fibre optic cable network under Public Private Partnership (PPP) framework.
A recent assessment by the development partners and government shows that IPFF has made considerable progress. The current pipeline includes two other power plants with 250 MW generation capacity, health infrastructure in Chittagong, and a dry dock near Chittagong Port.
IPFF is taken to enhance capacity of longer time financing of local institutions for smooth implementation of infrastructure project under Public Private Partnership.
IPFF channels long-term financing through Bangladesh Bank to the eligible participating financial institutions (PFIs) following a Public Private Partnership (PPP) framework. The financing leverages other equity and debt financing resources from the local financial market.
IPFF project also supports institutional capacity building of the government's PPP Office and provides technical support for infrastructure project preparation. The PPP office of the government is actively working to develop a robust pipeline of infrastructure projects for medium and long-term.
IPFF started in 2006 with an initial World Bank funding of $50 million. Building on success of the first phase, WB provided $257 million additional financing in September 2010.
