KHULNA, May 21 (UNB): Housing projects and apartment business without any approval are flourishing in different areas of Khulna city and outside under the master plan of Khulna Development Authority (KDA).
Customers are being attracted through flashy advertisements and colourful signboards to buy plots and flats of these projects.
Experts say such unplanned housing projects would affect civic amenities, cause environmental disaster and create various problems, including public security.
According to sources at the KDA, its master plan covers northern border of Noapara municipality of Jessore, Katakhali of Fakirhat upazila of Bagerhat in the south, Rupsa upazila in the east and Dumuria upazila up to Koiabazar in the west.
KDA approval is compulsory to build any housing project within these areas. But more than 50 housing companies and more than 100 firms are selling plots and flats without permission.
KDA assistant town planner Tanvir Ahmed said according to Real Estate Development and Management Act-2010 it primarily requires registration of entrepreneur and consultant to build a housing project.Owner of the land is entrepreneur and consultant (expert) is planner and architect. Later trade licence, TIN (tax Identification number) and registration number of VAT (Value Added Tax) is required. These companies are selling plots of 2, 3, 5 and 10 kathas to the clients.
Clients are buying plots without confirming the KDA approval.More than one housing project owner admitted that none took permission from the KDA.
