The introduction of MRP has been delayed as reported in a local English daily’s front page of March 18th! Can we expect it on 1st. April? After all 1st April is traditionally “All Fools Day”, and the people of Bangladesh have been fooled by the MRP Project Head!
Arranging the LC timely was the big issue. The Project Head of “Muddled MRP” Brig. Gen. R. Ullah’s statement is a classic one and I quote from your report.” He regretted it, saying that LC should have been opened much earlier.” A statement that any illiterate adult could make. He talks about should, but does not say if it was “could not” arrange to open the LC earlier! Instead of regretting, he should have resigned, as he has miserably failed as a Project Head!
It seems that, he is the “project tail; and the tail is just not wagging !
He wants us to understand that this is not his responsibility! If so, then he should not be the “Director of the Project”, rather he should be someone insignificant being directed on the project! One wonder’s which “Brigade” he was commanding; probably it must have been a “paper chasing brigade”; where opening “LC” is beyond usual paper chasing! Banking and ‘Finance’ was not something in his background; hence the “lc” business was a buck to be passed around to someone!
We who have worked in the private industry sector, in case of urgent need, which happened quite often, particularly, the need for spare parts due to accidental mis-operations or breakdown of equipments, we opened LC telegraphically within 48 hours when needed. In those days there was no e-mail facility. Today, if needed; it can be done in a day. After all the Brigadier did not think that it was a part of his brigade’s (Paperchasing one,that he commands today) duty and responsibility!
Given such a Project Head; we can well look forward to further troubles ahead, which would be explained with many a “would” and “should”; but no ‘could’; since morning shows the day! Meanwhile stay put in Bangladesh.
